The Fourth Session of the Tenth NPC Passed the "Eleventh Five-Year" Plan Outline. The Chemical Industry Should Become Bigger and Stronger in the Next Five Years

On the morning of March 14, during the closing ceremony of the 4th session of the 10th National People's Congress, which saw the participation of 2,891 delegates, the Outline of the Eleventh Five-Year Plan for the People’s Republic of China on National Economic and Social Development was officially adopted with 2,815 votes in favor. This marked the official launch of China’s new five-year development plan, particularly for its chemical industry, which will focus on restructuring industrial scale and upgrading industry standards. The "Eleventh Five-Year Plan" outline consists of 14 chapters and 48 sections. The third section of the 13th chapter is specifically titled “Adjusting the Layout of the Chemical Industry,” offering a detailed roadmap for the future direction of China’s chemical sector. This section, spanning over 300 words, outlines the strategic planning for key industries such as petroleum, petrochemicals, chemicals (including basic and fine chemicals), fertilizers, pesticides, and pharmaceuticals (covering both chemical raw materials and traditional Chinese medicine). It sets clear goals and priorities for these sectors over the next five years. One of the main objectives outlined is to "do big." The plan emphasizes expanding oil production in concentrated areas, increasing capacity, and strategically placing new projects in regions without existing refining infrastructure. It also calls for the establishment of large-scale urea plants in energy-producing zones and major grain and cotton areas, as well as phosphorus and compound fertilizer bases in Yunnan, Guizhou, and Hubei, and potash fertilizer bases in Qinghai and Xinjiang. Additionally, the promotion of biodegradable agricultural films is highlighted as a key initiative. Another key goal is to "do strong." The outline suggests controlling the scale of oil refining in areas with overcapacity and shutting down inefficient small refineries. It also proposes limiting the total amount of pesticides, improving their quality, and promoting the development of efficient, low-toxicity, and low-residue alternatives. The plan encourages the optimization of basic chemical raw materials, the active development of fine chemicals, and the elimination of high-polluting enterprises. In the pharmaceutical sector, it emphasizes enhancing self-development capabilities, strengthening traditional chemical raw materials, and developing specialized APIs. The document also warns against hasty large-scale ethylene projects and advocates for the formation of integrated refining and chemical bases. Furthermore, the outline requires the petrochemical industry to achieve energy efficiency through structural, technical, and managerial improvements, including reducing the proportion of high-energy-consuming industries and promoting energy-saving technologies. It also stresses the need for enhanced safety measures in the handling of hazardous chemicals. After being approved by the Central Plenary Session and the National People’s Congress, the "Outline" will serve as the guiding framework for China’s economic development over the next five years, shaping the future of various key industries, including the chemical sector.
