The work situation, how to quickly and easily complete large-volume work under the premise of guaranteeing quality and quantity has become a bottleneck problem for appraisers to break through in recent years.

In the on-site boarding operation, faced with two-and-three-meter tall ships and shore tank elevators, staff often need to carry a variety of instruments (dipstick, thermometer, oil-water interface instrument) and data, especially in the identification work The use of laptops can not only fail to ensure personal safety, but also greatly reduce work efficiency. Therefore, it is extremely urgent to select electronic tools suitable for on-site boarding applications and develop relevant identification software.

The technical team took the initiative to request that in order to change the status quo as soon as possible, Zhoushan Inspection and Quarantine relevant professional and technical personnel volunteered, in August 2008 to form a team to invest in software development. The core idea of ​​the invention patent is a port identification system based on collaborative design of WAP and WEB, including a mobile network for communication between a client, a WAP gateway, a server, and a website. It is characterized in that the user visits the WAP website through the WAP gateway on the client, and the WAP website and the WEB website implement data interaction through the database. Through the database, the WEB website can perform further analysis and processing on the data transmitted by the client to achieve efficient data management. According to this development framework, as long as similar operations are encountered in other business of inspection and quarantine (real-time input of on-site inspection data, background data processing, real-time editing of WAP pages, and real-time updating of WEB sites), this can be done by referring to the system. This fully demonstrates the wide application and operational compatibility of the system.

In June 2010, the project R&D was finally completed and successfully passed the examination and verification by experts from the Zhejiang Inspection and Quarantine Bureau. Reviewing the development process of the port identification system, it is full of hardships and difficulties. The subject was originally titled "Development and Application of Software Programs for PDAs in Appraisal Work" and was tailored specifically for PDAs (Personal Digital Assistants). However, during the R&D pilot phase, it was found that this software was only suitable for single PDA models. For ordinary mobile phones or other electronic devices, it is ineffective, if you can develop a program suitable for all mobile phones with Internet features will inevitably enhance the promotion and practicality of the software.To this end, the team immediately adjust their thinking and re-develop WAP and WEB The system achieves a good effect of independently carrying out inspection and appraisal work by simply carrying ordinary mobile phones with Internet access.

The four major innovations have been well received. The system has been field-tested in the Sinopec booklet oil depot, Sinochem Laoshan depot and other places, and has received unanimous approval and praise from users. They believe that the system mainly has four innovations: First, the entire system uses ASP programming language, designed a convenient WAP site, the user can log in through any ordinary mobile phone with Internet access. The second is the use of a simple web programming language, designed a corresponding WEB site, users can log in to specify the site to browse all operating pages. Third, all the calculation programs that need to be used in the work are resolved in the remote background server, and provide data transmission functions and convenient interfaces, including the function of printing related certificates. Fourth, on-site appraisers do not need to carry heavy computers. They do not need to manually record when appraising and verifying, and data can be entered in real time.

In the past, the traditional appraisal-related software only focused on automating the computing functions, and did not fundamentally solve the operational burden of on-site personnel, especially boarding personnel. Now, the successful development and application of the “port identification system based on WAP and WEB collaborative design”. This will not only improve the efficiency of on-site inspection personnel, but also ensure the personal safety of the appraisers. During the trial period, the staff input the raw data (space, temperature, water scale, etc.) during the inspection, and the system begins to calculate automatically. After returning to the ship's office, the number of weight results can be witnessed and the report can be obtained at any time.
