This cannot be caused by asking people to ask why the same tragedy has appeared again and again. Why is the "black car" accident frequent? Compared with the passive “repair of sheep”, how should the relevant departments do a good job of pre-regulation, process monitoring and source governance? With these questions, the reporter conducted an investigation.

It's the trouble of the "black car"

According to the investigation of the highway traffic police department, there are four main reasons for the “4·12” traffic accident: First, driving without a license. Since 2006, the driver has been illegally engaged in the vehicle without obtaining a driver’s license. The reporter left on the grounds that the fare was too high, and the man said that the window ticket was sold out as soon as possible. Sure enough, the reporter went to the ticket office to ask, and the ticket to Yushu that day was sold out, only the ticket the next day. Upon inquiry, the ticket price for the Yushu ticket sold by the window was 180 yuan for the hard seat and 210 yuan for the sleeper. The fare for the ticket seller was 80 yuan higher than the normal fare.

Seeing that the reporter and his party came out from the ticket office, several ticket dealers who had been keeping a close eye on the reporter and his party once again came together and said that if the fare is too high, there are vans that can sit and the fare is 260 yuan. Contact the driver.

Later, when the reporter prepared to leave on the grounds of poor interior conditions, he suddenly came to a man and said that his car was a new car and 260 yuan was for Yushu. The reporter went with the man to an alleyway on the northeast side. There were also several “Blue G” cars parked here, including the “Baojun” car that the man said was not listed. When asked if he had a driver's license, the man said that the driver would drive the car and later say that he was driving. The driving safety was really worrying. The reporter asked for an excuse to leave. During this period, many people came forward and said that there were cars going to Yushu. They had "sell" their "cars" and made the reporters dazzled. It seems that the "black car business" is hot and the competition is fierce.

Early the next morning, the reporter and his party once again came to Binhe East Road and actually discovered more than 20 vans whose vehicle numbers were mostly “Green G” and “Green F”, and two unlicensed vans. According to the introduction of a nearby store owner, these cars are the “black cars” that run Yushu, and most of them come to the Bus Station Square.

Taking the "black car" is helpless

After a few days of unannounced visits, the reporter found that there are not a few "black cars" in the area around the Xining Bus Station. The Binhe Road is a hidden point.

Most of these Yushu “black cars” are small and medium-sized passenger cars such as the Jinbei and Wuling, and the vehicle condition is extremely poor. The phenomena of overcrowding and mixed loading of passengers and cargoes are extremely serious. The driver’s unlicensed driving phenomenon is more prominent and has become the culprit causing serious road traffic accidents.

In the investigation, the unannounced visit to the police found through the vehicle information inquiry of Qing G02727 that the driver of the car was detained by the traffic police of Xining City North last year on the ground of not obtaining a driving license to drive the motor vehicle. Knowing that "black cars" are in danger and without security, why do they still have to take "black cars" at a high price? What are the hidden problems behind this?
