Recently, the Technical Requirements for the Satellite Positioning System Platform for Road Transportation Vehicles, drafted by the Fujian Provincial Department of Transportation, passed the review of the National Road Transportation Standardization Technical Committee in Beijing and is expected to be released during the year. It is reported that this is the first national standard compiled by the provincial transportation authority.
It is understood that the "Technical Requirements for the Satellite Positioning System Platform for Road Transportation Vehicles" clarifies the functions of the government platform and enterprise platform in the satellite positioning system of road transportation vehicles. In the government platform, it is required to monitor the on-board terminal rate of tourist chartered vehicles, three types of class buses and dangerous goods transportation vehicles, and to check the functions of transportation vehicle overspeed and driver overtime driving and nighttime illegal driving records. This information will be included in the quality and reputation assessment content of the transportation enterprise by the transportation management department, and as an important basis for the transportation enterprise's class line bidding and annual verification; the public security traffic police department can also use it as the basis for law enforcement.
The standard also proposes that in the enterprise platform, it is required to have an automatic alarm function for vehicle violations. For speeding, the night driving speed of passenger vehicles exceeds 80% of the daytime speed limit, and the non-connected transport vehicles run at 2 to 5 o'clock in the evening. The bus driver's accumulated driving time exceeds 8 hours in 24 hours, and the continuous driving in the day exceeds 4 hours, continuous driving for more than 2 hours at night and less than 20 minutes per parking break, long-distance buses, dangerous goods transport vehicles deviate from the prescribed route or area, will automatically issue an alarm in the enterprise platform. The 24-hour online monitoring staff will request the driver to correct the violation immediately through the corporate platform voice dialogue function. If the refusal to implement the restraining measures continues to drive illegally, the transportation enterprise shall promptly report to the public security traffic police department and dismiss the driver afterwards.
According to the relevant person in charge of the Provincial Department of Transportation, the national standard "Technical Requirements for the Satellite Positioning System Platform for Road Transportation Vehicles" was issued, which stipulated the functions and technical performance indicators of the platform, and further assisted in the construction of a unified and interconnected road transport vehicle monitoring platform.
