The "12th Five-Year Plan" of the "Comprehensive Prevention and Control of Heavy Metal Pollution" video conference was held in Beijing on Friday. At the meeting, Zhou Shengxian explained the “Twelfth Five-Year Plan for Comprehensive Prevention of Heavy Metal Pollution†to relevant ministries and responsible persons of 14 key provinces and introduced the next working arrangements.
Zhou Shengxian stated that the State Council has asked local governments to incorporate the goals, tasks and projects identified in the "Plan" into their local economic and social development plans. By June 2011, they will complete plans for the prevention and control of heavy metal pollution in the region.
In the future, China will ban the construction of new related projects in important ecological function areas and areas where environmental quality cannot be stabilized due to heavy metal pollution. Formulate and implement special emission limits for heavy metal pollutants in key industries.
In response to the high incidence of excessive incidents of lead in children's blood lead, China will launch special campaigns in 2011 to crack down on illegal businesses and illegal activities in the lead-acid battery industry.
Zhou Shengxian pointed out that since 2009, there have been more than 30 heavy metal pollution incidents in China. With regard to the high incidence of heavy metal pollution, local governments cannot use the reasons of “historical legacy†to cover up the current problems in the actual work. They should step up their efforts to fully launch the “planning†and must strictly and quickly handle heavy metal problems and must not accept palliative care.
