The state promotes fertilizer companies to formulate fertilizers

China is set to break traditional industry boundaries by implementing a range of measures aimed at encouraging greater corporate involvement in soil testing and fertilization. According to a press conference held by the Ministry of Agriculture on April 1, this year will mark a significant shift in China's approach to soil management, with "corporate participation" becoming a key goal. The initiative seeks to transform chemical fertilizer companies into active participants in soil testing and formula fertilization programs. Currently, soil testing and fertilization efforts are largely confined within agricultural technology systems and the soil fertility sector. Large fertilizer companies have not been as engaged as they could be. From a policy perspective, existing implementation plans for soil testing and formula fertilization primarily target agricultural institutions, especially those involved in technology promotion. Fertilizer companies rarely receive financial support or incentives to participate in these projects. In practice, most aspects of soil testing, formula design, field trials, evaluation, and technical services are managed by agricultural departments. Even when it comes to fertilizer processing, much of the responsibility still falls on the soil-fertilizer system, leaving little room for fertilizer companies to get involved. To address this, Chen Mengshan, Director of the Crop Management Division at the Ministry of Agriculture, announced several strategies to encourage fertilizer companies, particularly large ones, to take a more active role. First, the government will provide free formula information based on soil test results, helping companies tailor their production and supply accordingly. Second, it will assist companies in expanding their operations, including establishing agrochemical service systems suited to China’s conditions, such as setting up distribution networks for fertilizers. Third, market supervision will be strengthened, with simplified registration processes for fertilizers and encouragement for companies to increase the production and availability of formula fertilizers. Efforts will also be made to crack down on illegal activities, counterfeiting, and fraud to create a fairer market environment. Since 2005, China has implemented the soil testing and formula fertilization project. Within three years, over 1.6 billion yuan in central government subsidies were allocated. The program has reached 1,200 counties and 140 million rural households, promoting soil testing and formula fertilization across 900 million mu of farmland. This has led to significant improvements in crop yields, efficiency, and quality. In 2007 alone, the project helped reduce irrational fertilizer use by 1.1 million tons, equivalent to saving 1.45 million tons of crude oil and 150 million cubic meters of natural gas, while cutting carbon dioxide emissions by 3.5 million tons. This year, the central government will allocate 1.15 billion yuan in subsidies to further expand the reach of soil testing and formula fertilization, covering more crops and areas to ensure sustainable agricultural development.
