According to a comprehensive foreign news report, the US Steel Workers' Federation (USW) proposed an anti-dumping and countervailing duty on tires imported from China earlier this month, and the American Tire Industry Association (TIA) once again raised objections.
After the expiration of the US “Tire Special Protection Case†in 2012, China’s tire exports to the United States rebounded sharply. According to USW statistics, China exported a total of 50.8 million tires to the United States in 2013. The export volume in the first quarter of this year increased again by 24.6%.
On June 3, USW submitted an application to the US Nationality Trade Commission and the Ministry of Commerce for a “double-reverse†measure, fearing that the sharp increase in China’s tire imports would harm the interests of US tire companies and affect local workers’ jobs. Anti-dumping and countervailing duties on cars and light truck tires imported from China.
In this regard, ITA, like 2009, once again expressed its opposition to USW's "double-reverse" proposal. The agency recently issued a statement saying: "TIA's loss of jobs in the US manufacturing industry indicates the same period, but it needs to be understood that this trend has been going on for many years and has been affected by a series of trade policies."
ITA pointed out that if the "double-reverse" measures are implemented and lead to a decline in China's tire imports, the US tire market will be disrupted and will cause huge damage to consumers and TIA member companies.
ITC held a preliminary hearing on June 24th, and representatives of USW and Chinese tire manufacturers attended the event. TIC plans to make a decision on July 18 to determine whether there is sufficient evidence to show that the import of Chinese tires has caused substantial damage to US tire companies and whether further investigation is needed.
