Recently, the Ministry of Environmental Protection issued a document on the implementation of the fourth phase of the emission limits and measurement methods for heavy-duty vehicle gasoline engines and automobile exhaust pollutants (China III, IV phase) (GB14762-2008) (hereinafter referred to as “country†Four criteria") announcement. According to the current situation of China's heavy-duty vehicle power matching, the announcement is mainly for vehicles currently equipped with natural gas engines.
The announcement is as follows:
1. From July 1, 2013, all heavy-duty gasoline gasoline engines and vehicles that are manufactured, imported, sold, and registered must comply with the requirements of the Fourth National Standard. Related companies should promptly adjust production, import, and sales plans.
2. Enterprises that produce or import heavy-duty gasoline engines and automobiles shall submit an environmental protection type approval application to the Ministry of Environmental Protection in accordance with the requirements of the State IV standard. The Ministry of Environmental Protection shall issue environmental protection type approval certificates to the vehicles that have passed the audit. From the date of promulgation of this announcement, applications for type approval of heavy-duty gasoline engines and vehicles that do not comply with the requirements of the National IV standard will cease to be accepted.
3. As an entity responsible for the compliance management of environmental protection production, automobile manufacturing enterprises must establish and improve an environmental protection production conformity assurance system, and submit environmental protection production conformity assurance plans, annual reports and vehicle identification codes (VIN) to the Ministry of Environmental Protection on time. Information, to ensure that the actual production and sales of vehicles meet the national standard requirements.
4. The Ministry of Environmental Protection continues to increase the inspection of the conformity of motor vehicle environmental protection production, adopting irregular, irregular and surprise inspections to comprehensively strengthen the environmental protection supervision of motor vehicle manufacturing enterprises. For those who do not meet the standards, they will be ordered to make rectification within a time limit; if they still fail after the rectification, the model for environmental protection type approval of the vehicle shall be revoked and notified.
V. Local environmental protection agencies at all levels must strictly comply with the emission standards in the routine inspection of motor vehicle exhaust emissions and the issuance of environmental protection certification marks. For vehicles that do not meet the standard requirements, environmental protection agencies at all levels shall not issue environmental protection inspection marks and cooperate with the public security department to stop its registration in its jurisdiction.
The Ministry of Environmental Protection shall, in accordance with law, impose penalties on the production, import, and sales of vehicles that exceed the standards.
