The research on the safety of rubber and plastic machinery in China and the formulation of standards have been mentioned on the agenda during the “Eleventh Five-Year Plan” period.

In 2006, the National Rubber and Plastics Machinery Standardization Technical Committee (hereinafter referred to as the “Standards Committee”) held a national rubber and plastics machinery safety standardization technical working conference in Beijing. The meeting discussed and determined the development of safety standards for rubber and plastics machinery, planning and adoption of foreign advanced technologies. Standard principles. In general, during the "11th Five-Year Plan" period, China's rubber and plastics machinery safety standards from scratch, has formulated 12 mandatory national standards.

China's rubber and plastic machinery safety standards have been issued in succession to control safety hazards in the production process; to ensure the personal safety of Chinese rubber and plastics production and operation personnel; to speed up the convergence with advanced foreign standards; to establish and improve the safety standard system and promotion of China's rubber and plastics machinery products The smooth entry of Chinese products into the international market will play an important role.

Application of China's Machinery Safety Foundation and General Standards China's machinery safety standards are also divided into A, B, and C categories according to international rules. Among them, Class A is generally a basic safety standard; Class B is a general safety standard; Class C is a professional machinery safety standard.

In order to speed up the legislative work on machinery, China has established a unified principle and a unified method in the field of mechanical safety so that it can better and faster integrate with the international community. So far, in the field of mechanical safety, the country has established more than 180 standards for its release, accounting for the entire The total number of national standards for equipment manufacturing industry is 4%. There are about 110 industry standards, accounting for 1.3% of the total number of equipment manufacturing industry standards. Among these standards, there are about 84 related basic standards commonly used or directly cited by rubber and plastics machinery.

Foreign Rubber and Plastic Machinery Safety Standards At present, most of China's rubber and plastic machinery safety standards adopt European EN standards. The European Committee for Standardization (CEN) is the main provider of European standards (EN) and technical specifications. Since 1985, the European Union has successively established dozens of safety-related standardization technical committees, among which CEN/TC 145 is responsible for the formulation of "rubber-plastics machinery. "Safety Standards" Technical Committee.

The European Union regards the implementation of European directives and technical standards as an entry condition for a product to enter the European market. So far, CEN has completed more than 600 to 700 safety standards. In the category C standard, there are 16 standards concerning rubber and plastics machinery, and these standards were established by 14 working groups in TC145.

In addition to the members of the European Standardization Technical Committee must comply with these 16 standards, some developed countries have adopted these standards to varying degrees.

These standards generally include the definition of each product safety requirement, the enumeration of dangers, safety requirements and measures, the verification of safety requirements and measures, and the information of safe use.

On December 2, 2010, Mr. Claudio Celate, Chairman of CEN/TC145, and his team exchanged ideas with the National Standardization Management Committee and the National Rubber and Plastics Machinery Standardization Technical Committee in Beijing on the standardization of China-European rubber and plastics machinery. In the exchange, through the introduction of Celate Chairman, we learned a few things:

(1) TC145 is responsible for the revision of European technical standards for rubber-rubber machinery. This standard is not mandatory in itself, but the European Directive requires that rubber-rubber mechanical products must meet corresponding safety and health requirements when not using the EN standards established by TC145. The relevant supporting documents are required to show that the rubber and plastic machinery products meet the corresponding safety and health requirements. Judging from the current statistical data, basically 100% of rubber and plastics machinery products in EU countries are in compliance with the TC145 standard, because compliance with the TC145 standard is the most convenient and effective method.

(2) At present, Chinese companies are increasingly concerned about the European market, and China's rubber and plastic machinery is also increasingly entering the European market. However, some Chinese rubber and plastic machinery products have CE mark but they are not fully compliant with TC145 standard.

(3) CEN/TC145 newly established the 17th Working Group, Tire Shaping and Vulcanizing Working Group in December 2009. This coincides with the SAC/TC71 national standard for the safety requirements of tire curing presses. Both parties have the same goal in promoting the safety performance of rubber and plastic machinery products.

The work to be improved China's rubber and plastics machinery safety standardization work in recent years has achieved a certain amount of accumulation, but there are still some aspects that need to continue to improve:

A complete safety standard system has not yet been formed. Currently, the professional has established a series of safety standards, but from the quantitative point of view, some products with major dangers are far from being covered, such as: waste rubber, waste plastic crushing processing equipment, cutting and Molding equipment and other processing equipment that are prone to potential safety hazards.

There are still differences with foreign advanced standards. At present, there are 12 EU standards that we have or are undergoing conversion. Some of them have not been converted. The number of equivalents used is not large. The main reasons are:

- some electrical components rely on imports;

- The increase in cost is a difficulty that confuses manufacturing companies in implementing safety standards;

- Users need to have a cognitive process for security structures that are high in security performance, but seem complicated or even mistaken for excess;

- There are still differences in our understanding of foreign advanced standards;

- There are certain differences in the structure and application environment and process requirements of some rubber and plastic machinery products in China.

The implementation of standards China is continuing to promote rubber and plastics machinery products to improve safety performance. At present, some products already have safety standards, but implementation and promotion still take some time. The introduction of new standards also needs to be implemented to verify its feasibility and effectiveness. We equate, modify or non-equivalently adopt foreign advanced standards, whether it is suitable for China's national conditions, and we also need to verify the implementation of standards.

In China, most of the standards related to safety performance requirements are mandatory standards, which means that they must be implemented. If the product is included in the CCC catalogue and the CCC mark is added in the country, it is more necessary to meet the mandatory standards. Therefore, no matter what needs are needed, as a production unit, the implementation of strong standards should be strengthened.

The next step is to work under the guidance of the National Standardization Management Committee and the higher authorities. The standard committee will do the following in the future:

Improve the safety standard system for rubber and plastic machinery (1) According to the product category statistics listed in GB/T12783 “National Standards for Modeling Rubber and Plastics Machinery Product Models”, there are nearly 100 kinds of products for rubber and plastic machinery. Product safety standards are an important issue before us.

(2) In recent years, China has made a large number of revisions to Class A and B machinery safety standards. The timely implementation of China's Class A and Class B machinery safety standards, and as far as possible in the professional C class standards to be quoted, so as to ensure the unity of safety principles.

Accelerate the speed of making and revising Class C standards in this profession (1) The problem of non-safety standards for products with large scale and potential safety hazards should be solved as soon as possible.

(2) Since the issuance of the first safety standard in 2006, it has been implemented in the last five years, and the second strong standard, that is, GB22530-2008 “Safety Requirements for Rubber Plastics Injection Molding Machines” that was of great concern to everyone in 2009. It has been implemented for more than one year since the beginning of November.

Since these safety standards mainly adopt the EN standard, the structure and application environment and process requirements of some rubber and plastics machinery products in China are somewhat different from those in Europe. Our understanding of the EN standards is also different, so the implementation of the Chinese standards is implemented. With applications, we will also find problems in a timely manner and make timely revisions to standards.

The national standards for publicizing and promoting the safety standards for rubber and plastic machinery can only be widely accepted and mastered by publicity and implementation, and can be implemented in the entire process of mechanical design, manufacture, and use.

The implementation of the standards is the starting point and end-result of the standard establishment work. The SPC will organize the publicity work and increase the importance attached to the safety and standardization work of the rubber and plastic machinery by all companies, so that the enterprises will consciously design, manufacture and use the products. Carry out standards and continuously improve the level of product safety and quality.

Strengthening the Contact with Foreign Standardization Organizations CEN/TC 145 is a foreign professional standardization technical organization that has specifically established safety standards for rubber and plastic machinery. Through the visit and exchange of Mr. Claudio Celate, Chairman of CEN/TC145 in December 2010, and the successful convening of this meeting, the communication between China and the EU on the safety standards of rubber and plastics machinery was further deepened, and a long-term and frequent contact was established. channel.

At present, some European Union EN standards are also being revised. We will analyze and understand the dynamics at any time and timely revise China's national standards. Working Group CEN/TC145 Working Group 17 - Tire Shaping Vulcanizer is working out "Safety Requirements for Tire Shaping and Curing Machines". We will also promptly understand and track the progress of the work, and at the same time, we will formulate relevant standards in China.
