Following the new energy vehicle, China's power battery industry has finally received substantial support from the national favorable policy.

Recently, at the press conference of the State Council, Miao Wei, minister of the Ministry of Industry and Information Technology, pointed out that advances in power battery technology have determined the success or failure of the vehicle's performance, quality, and safety. To this end, the Ministry of Industry and Information Technology has joined nine companies inside and outside the industry and has invested 500 million yuan to set up a power battery research institute or a research and development platform for power batteries.

At the same time, Premier Li Keqiang also proposed at the executive meeting of the State Council that the “State Five” further supports the development of the new energy automotive industry. It calls for accelerating the revolutionary breakthrough in power batteries and promoting the establishment of collaborative research platforms and open and shared power battery innovation platforms for large and medium-sized enterprises, colleges, and research institutes. It will focus on the development of key materials, battery systems, and common and basic technologies.

Industry insiders pointed out that this move of the Ministry of Industry and Information Technology is conducive to concentrating R&D strength and resources of domestic excellent power battery companies, and breaking through the bottlenecks in domestic energy batteries in terms of energy density, safety, and consistency.

According to statistics from the Ministry of Industry and Information Technology, the production and sales of new energy vehicles in China reached 340,000 vehicles and 330,000 vehicles in 2015, respectively, an increase of 3.3 times and 3.4 times year-on-year respectively. China's new energy automobile market has ushered in explosive growth, and all this cannot be separated from the support of the various favorable policies introduced by the countries behind it.

The outbreak of the new energy automobile market has also led directly to the oversupply of domestic high-end power batteries and the structural excess of low-end production capacity.

The GGII data show that the actual capacity of domestic power batteries in 2015 was 16.5 GWH, and the demand gap for power batteries was 3 GWH. It is expected that the domestic power battery production capacity in 2016 will exceed 35 GWH.

GGII analyst Li Junhua pointed out that although the domestic major power battery manufacturers have proposed large-scale capacity expansion plans, domestic power batteries are related to Panasonic and Samsung in product performance, energy density, key materials, manufacturing processes, and core technologies. There is a certain gap between LG and other international lithium battery giants, and Chinese power battery companies still face many pressures and challenges.

"It is critical for companies involved in R&D to collaborate with each other and how to implement all the details." BYD CTO Liu Weiping pointed out that upgrading the technical level of domestic power batteries requires the integration of the entire industrial chain including raw materials, equipment, power batteries, and entire vehicles. Simply using power battery companies as joint entities is not conducive to technological upgrading and innovation.

In fact, as early as 2014, under the guidance of the Ministry of Industry and Information Technology and the Ministry of Science and Technology, the China Industrial Automobile Association organized the joint Beijing Nonferrous Metal Research Institute, FAW, Dongfeng, SAIC, Chang’an, BAIC, GAC, Brilliance and Tianjin. The company aims to break through a number of key core technologies, promote the revolutionary breakthrough of power batteries, and accelerate the development of new energy automotive industry.

Industry sources said that although the R&D investment of 500 million yuan is not outstanding for the entire power battery industry, the Ministry of Industry and Information Technology is more significant in guiding more battery manufacturers and scientific research institutions and investing more funds and energy in the drive. The R&D and breakthrough of the core technology of the battery promote the improvement of China's power battery technology level and industrial concentration.

Previously, Chinese power battery companies have been choosing lithium iron phosphate batteries as the mainstream technology route, but according to the targets mentioned in the “Energy-saving and New Energy Vehicle Industry Development Plan (2012-2020)” promulgated by the State Council, the power battery module will be ready by 2015. The energy density reaches 150Wh/kg (converted into a single cell, its energy density needs to reach about 170-190Wh/kg), and the energy density of the power battery module reaches 300Wh/kg by 2020 (the corresponding cell energy density reaches at least 330Wh/kg or more). This forces more and more power battery companies and vehicle companies to turn their attention to three-cell lithium batteries.

However, the Ministry of Industry and Information Technology suspended the decision of the Sanyuan lithium battery passenger car to enter the list of recommended models for the promotion and application of new energy vehicles, and poured cold water for domestic Sanyuan battery companies and vehicle manufacturers. Problems such as the safety, consistency, and energy density bottleneck of domestic power batteries have become the key to impeding the industrialization of China's new energy vehicles and power battery industry.
