It is reported that on October 28, 2005, the South African International Trade Commission issued a notice on the anti-dumping investigation of Chinese tires at the request of the South African Tire Manufacturers Association, involving more than a dozen major tire companies in China. Subsequently, the tire branch of the China Rubber Industry Association on behalf of the domestic tire industry put forward no damage defense. The four tire companies Shanghai Jiatong, Fengshen of Henan, Shandong Delta and Shandong Chengshan had no-dumping defenses and obtained a zero rate decision at the end of August this year. This is the first time that Chinese tire companies have carried out large-scale collective defenses under the organization of industry associations. It is also the first time that Chinese tire companies have won anti-dumping 11 times in 10 years. However, several companies that have not responded still face 10% to 25% of anti-dumping punitive tariffs.

According to reports, with the rapid increase in international market share in recent years, Chinese tires have repeatedly been anti-dumped internationally, from Venezuela and Peru in South America, Turkey and India in Asia, and Egypt and South Africa in Africa. In previous anti-dumping lawsuits, Chinese tire companies all failed to defend themselves and almost completely withdrew from markets such as Venezuela and Peru.

Industry insiders believe that Africa has become China's next major export market for tires due to the blocking of export roads in many countries. At present, China's tire exports to Africa account for one-tenth of total exports, and it has great potential. There is a customs union between South Africa and other countries in Africa, so whether South Africa is considered to constitute a dumping has a great impact on other African countries.

The Chinese non-destructive defense strategy is to join local importers and consumer users to explain to the South African government that Chinese exports of tires have not caused damage to the South African tire industry. At the same time, negotiations on price coordination will also be conducted in South Africa.
