Road Transport Helps Build “Huanqi Chongqing†Commercial Vehicle Enterprises to Hit Beach Mountain City
In 2012, Chongqing aimed to realize its vision as a comprehensive transportation hub in the Southwest, with an ambitious target of achieving four-hour access to expressways within the city and eight-hour access to provincial capitals across six surrounding provinces. This initiative was part of the broader "Eight Hours in Southwest" strategy. The concept of "Pivot Chongqing" was first introduced in July 2008, unveiling a grand vision that highlighted the city's growing economic significance and the vast business opportunities it promised.
At the same time, the Ministry of Transport signed a cooperation agreement with the Chongqing Municipal Government, designating the city as a pilot area for rural passenger transport development. This move marked Chongqing as the first city in the western region to fully implement administrative village connectivity, significantly improving farmers' mobility. It also signaled the beginning of a promising era for the passenger transport market, which was expected to experience rapid growth.
Chongqing’s diverse terrain—marked by mountains and rivers—makes road transport essential for both passengers and freight. Initiatives like the "Chongqing Hub" and the "Unobstructed Administrative Villages Plan" were set to transform the commercial vehicle market, according to Lin Wei, secretary-general of the China Light Commercial Vehicle Federation.
According to the overall plan, Chongqing would build a “two-ring and eight-shot†expressway network, connecting 40 districts and counties. With over 2,100 kilometers of highways, the city aimed to achieve a “Four-Hour Chongqing†and link major cities in the surrounding areas within an 800-km radius. This network would connect key provincial capitals such as Guiyang, Kunming, Xi’an, Wuhan, and Changsha, reinforcing Chongqing’s role as a regional transportation hub.
As the highway network developed, the importance of road transport became increasingly evident. For commercial vehicle companies, this represented a massive and attractive market opportunity.
Opportunities abound, but quality determines success. Teng Hongwei, deputy director of the Municipal Communications Committee, emphasized that solving rural travel challenges required more than just infrastructure. He believed that developing the rural passenger transport market could fundamentally improve accessibility for farmers. Wanzhong, from Chongqing Southwest Automobile Torino Automobile Co., Ltd., saw potential in the small-scale, short-distance passenger transport between villages and counties, creating new space for light commercial vehicles.
Iveco, a well-known brand in Chongqing, has benefited from government support, including special funds, purchase incentives, and fuel subsidies for rural transport. These policies are expected to attract more players into the rural passenger market. According to Wan Jun, Iveco’s sales in Chongqing have grown steadily, with a 30% increase compared to the same period last year. In the passenger transport segment, the growth exceeded 50%, accounting for half of Nanjing Iveco’s total sales in the region.
Wan Jun explained that Iveco’s products meet the needs of the passenger market with high occupancy, safety, efficiency, and comfort. The PowerDaily Bordeaux model, launched in April, features a F1C State IV diesel engine, low fuel consumption, and advanced braking systems, making it a top choice for operators.
Recently, the launch of the “Fortune Tour†series of the PowerDaily range attracted many passenger transport companies. A representative from Chongqing Road Transport Corporation praised the new vehicle for its modern appearance, spacious interior, and improved comfort, while also highlighting cost savings due to low fuel consumption and environmental compliance.
Looking ahead, Wan Jun believes that the light passenger market in Chongqing will offer endless business opportunities over the next five to ten years. He emphasized that quality is key to success in an unpredictable market. By focusing on excellence, companies can remain competitive and confident in the evolving landscape.
